William McKinley (1843-1901) 25th President.19 ¾ x 15 inches, vellum document signed by McKinley, Washington, July 14, 1899. The document is the appointment of Claude Bailley as a Lieutenant Junior Grade in the Navy. Also signed in ink by John D. Long (1838-1915). The blue paper seal is intact.
